Minutes for May 16, 2020

Meeting called to order at 10:02 a.m. by President Larry Wilson.

Board discusses being approached by non-owners of the condos to rent open boat slip. Board decided that only Condo owners can rent boat slips. 
Larry made motion, James second the motion, board in favor.

Still waiting for elevator motor to be repaired.	

Palm trees are dying around the pool area. Board will have them replaced.

Willoughby roofing has started the repairs for water intrusion at the TV rooms. Repairs are being made in phases to evaluate if repairs are sufficient.

James is checking with DAP to get an estimate for gravel to be placed by edges of new driveway.

Duff discusses new boat dock being built next to Waterford. 

Duff wants homeowners to be notified to empty their mailboxes.

Elevator is out in Building 204. Larry Wilson has talked to our elevator people and they are going to do necessary repairs. Larry requested an 
email be sent to home owners to notify them of the problem. We do not have a timeline for repairs as of today.

James gave update on repair to TV rooms. Conctractor came by and took moisture readings and found multiple areas of concerns.. Will be waiting to 
hear from Willoughby Roofing.

Travis will call K & S Electrical to do annual dock inspection. Will ask if they will install Dock I Q boxes while on site.

Larry got a price for grill replacement from Britt Wood: $362 Charcoal, Gas $525. Don Makes motion to buy 3 gas grills and 3 charcoal grills,
James 2nd, board in favor. - This was already in the budget and we actually sold the old ones and put back in treasury 

Pressure washing to start last week of April.

Move Dumpsters in place.

Duff asked about extra trailers in the lower parking lot.

Don asked if anyone got multiple invoices for the first quarters.

	Discussion of landscaping around the pool. Larry Wilson makes the motion that the board handle all the landscaping needs around the pool and ground,. 2nd by James, board in favor. Don will send an email to the association to notify this motion.

	Discussion of roof leaks by James Eidson at Building 204. Willoughby roofing will start by bringing moisture meters to locate areas of concern and will move forward from the findings. James Eidson makes motion to hire Wiloughby Roofing to start, Duff 2nd and board in favor.

	Duff discusses railing issues and how to handle responsibility of expense for repair/replace. 

	Dock IQ boxes are on back order. 

	Don has revamped the HOA website for easier navigation. and ease of use. 

	Cullman Sanitation has asked for a list of emails for Waterford owners to notify them to check their power bills for sanitation charges. Don will email HOA to check power bills for the extra charge.

	Duff request Ken Carpenter to send quote to clean outside lights for $5.00 each after spring pressure washing,

Larry has asked Duff to request D. C, Lawn to spray weeds.

James Eidson has managed to get all the parking lot lights to work except for one. James has some material costs that will need to be reimbursed.

James discusses water issues at the TV rooms above 4th floor units. Willoughby roofing is ready to get started on repairs, board needs to notify
owners of cost. Don will send an emailto owners.

Board discusses a question about who is responsible for railing repairs on private balconies. Board will look into clarifying this issue.

Board will call a special meeting to look at adding email for notification to home owners by-laws.

Duff asks the board to look into elevator pump. Duff makes motion to let Ken investigate maybe a better pump or electrical connections, 2nd by Don
Board in favor.

Duff wants a definition of what Ken Carpenters duties will be. 

Duff made motion to make keys for board members. Don seconds , board in favor.

Board makes a motion to inform the Homeowners association before fixing gutters to ensure transparency, Travis Tidwell Seconds motion

Minutes for November 17, 2019

Meeting called to order at 3:07 p.m. by President Larry Wilson.

Larry Wilson opened meeting and directedTravis Tidwell to proceed with roll call.

Travis Tidwell made a motion to approve the minutes of the last annual meeting. Duff Cady second the motion with HOA in favor.

Old Business:

Larry Wilson gives a review of the 2019 year events.

    *The loss of two trees on the east side of the property. One due to storms and the other was being destroyed by carpenter ants.
    *Repair of grilling deck at Building 204.
    *Dock repairs: Dock #2 anchors were replaced and dock #1 gangway repaired.
    *Railings repaired/replaced at elevator by elevators of building 200 and unit 203 building 200.
    *New fire alarm system installed.
    *Building 204 elevator issues have been resolved.

New Business

Don Monistere presents the suggested 2020 budget and discusses items that were not budgeted for 2019. These unbudgeted items will result in a
$290.00 assessment for each unit. Don Monistere makes motion to approve 2020 budget. Second by Rick Johanson with HOA in favor.        

Access road between the upper parking lot and lower parking lot is in nee of repair. The board has acquired a bid to remove the damaged asphalt 
and replace it with concrete. Travis Tidwell made motion to approve $18,000 for said repair. Duff Cady second the motion with HOA in favor.

Waterford's trash dumpsters are being used by people outside of our community and the board is trying to come up with a solution for this problem.
The board would also like to ask homeowners to break down any large cardboard boxes before placing them in the dumpsters.

Don Monistere discusses the benefits of Waterford's website. Questions were raised about the legality of some of the uses described by Don. Don
Monistere made motion to use a sub committee to research the bylaws to ensure we are operating within these limits.

James Eidson made the motion to approve a swim pier. Don Monistere second the motion with the HOA voting down the motion.

Rick Johanson suggests the board look into who is responsible for the replacement of balcony railings.

Theresa Johanson asks the board to approve sunscreen materials being used by owners to protect their boats.

Mrs. Carter ask the board to remind owners to install board hangers on boat side of walkways.

Charles Morris makes motion to reinstate existing 2019 board members for year 2020. Julius Bloomston seconds with HOA in favor.

Duff Cady wants the board to remind owners to clear mail from mailboxes.

 James makes motion to replace existing grills  for $3600 (2) Gas (4) Charcoal. Don 2nd, board in favor.
 
Financials should be available for review this week.  Updates and reclassification is needed 

Budget for FY 2020 will be created and made available for discussion on the 12th

 Duff discusses changes to Ken Carpenter's service contract. Suggested changes: 

 remove: upper and lower parking lot cleaning, 
 D C Lawn will give a price for this service once a month. James suggest we only blow off parking lot when needed.
 Add: service dog waste stations weekly.
 Board agreed to add service. 
 Add: clean grill side tables weekly
 Clean grills on Friday

 James makes motion to repair deck by Ken Carpenter $1250.00, Larry 2nd, board all in favor Board all in favor

 Larry suggest we add a communication position for the board. 

 Larry has talked to BMS about finishing the work on docks and he will be to finish after his 

 D C Lawn has a new bid for lawn service at $14,790. Board asked for and itemized estimate for approval

 Duff makes the motion to allow D C Lawn to remove stump at dock number 2 $165.oo, Don 2nd the motion, board all in favor.

 Duff will get bid from another pressure washing vendor for 2020.

Meeting called to order at 10:06 a.m. by President Larry Wilson.

Business:

Mellisa Curtis has sold her Unit and we need to nominate a replacemnet on the board. Larry has nominated James Eidson, 2nd by Duff, board was in favor

Larrry discusses removing tree on the corner of building 200. $2500 is the bid to remove the tree by C & H Tree sevice. Larry made the motion to have tree removed, 2nd by James, board on favor.

BMS fixed anchors on dock #2. BMS still has work to be done and Duff will try to contact them to find out when they will finish,

Oustide dumping is becoming a real problem and the board is discussing how to handle either with game cameras or video cameras. The board willexplore options to stop outside dumping.

Larry recommends that the fans on the patios between buildings 200 and 204 be replaced with lights. Larry will look at finding a light and will present to the board for approval.

James will contact Neuren Const. to repair roof edge and asphalt drive to lower lot.

Duff discusses painting floors, stairs and door frames. Duff makes motion to move board meetings to 3rd Saturday of each month, 2nd by Larry

Larry wants to get an update on financials to see where we stand so we can start working on 2020 budget.

Minutes for March 23, 2019

Meeting called to order at 2;12 p.m. by President Larry Wilson.

Travis talked about concrete estimates for parking lots. Have not acquired additional estimates for work. 

Dock #2 has at least 2 broken anchors. 

Melissa will call contacts she has for gutters and concrete work for parking lot.

Duff will contact Cassidy for pressure washing the buildings and docks..

Duff suggests we meet every third weekend of each month at 2:00 p.m.

Duff has prices for pool furniture. Melissa makes motion to purchase chairs and umbrellas from Ace Hardware , 2nd by Larry, board in favor.

Duff discusses painting doors and common area floor on front of building, railings on the stairs between the buildings. Larry makes the suggestion to 
postpone the vote until the next meeting.
